On sale and off sale

On sale and off sale, in the names of California alcohol licenses, say whether a license covers drinking where the alcohol is sold or somewhere else. An on-sale license authorizes sales for drinking on the premises where sold, as in a bar or a restaurant. An off-sale license authorizes sales for drinking off the premises, as from a store. Many on-sale licenses also allow some to-go sales.

Both terms are used in California's Alcoholic Beverage Control Act, and the Department of Alcoholic Beverage Control writes them On-Sale and Off-Sale in the names of its license types, which its license types page at abc.ca.gov lists with what each one allows. Its new applications report gives each license type as a code with no description. The ABC file on this site has an on_sale column that says yes only for four of ABC's on-sale license types, 41, 42, 47 and 48, so it does not split the rows into on-sale and off-sale.
